In Lima Peru on November 23, 2008, attending the Asia Pacific Economic Cooperation summit on his last scheduled foreign trip, President George W. Bush offered world leaders some advice about the unfolding financial crisis:

"Resist the temptation to overcorrect by imposing regulations that would stifle innovation and choke off growth." Bush said while the crisis shows "there are times when government intervention is essential," he believes it should only be temporary. He added: "I think we should focus our efforts on three great forces for economic growth -- free markets, free trade and free people."
